CPE comment in letter to Star editor:      To ensure a healthy learning environment, let alone a healthy democracy, funding of school boards such as the TDSB must be based on the actual needs of students. Regretfully this has not been the case since the Mike Harris cutbacks. Shockingly, at present Ontario spends the lowest rate in Canada on public education.
